Note: There are no figures here of the amount of people actually proven in a court of law to have abused or neglected their children.

In this paper we present and discuss a snapshot of data describing child protection activity in Australia. The data presented is a summary of the data provided in Child Protection Australia 2011-2012 (Australian Institute of Health and Welfare [AIHW], 2013).

In Australia, state and territory governments have the statutory responsibility for protecting children from child abuse and neglect.

Your questions are complex and there is little or no research that has been conducted on many of the topics you raise. Our fact sheets are designed to summarise existing research into useable and simple fact sheets - if the research doesn't exist, we're unable to provide it. However, where available we will take your suggestions on board for topics to prioritise for future research, time and resources permitting.

Last week Manitoba's acting children's advocate, Bonnie Kocsis, issued a confidential report to the legislature on the provincial child welfare system. The ensuing controversy has led to the publication by the CBC of a chart giving the death rate of Manitoba foster children over thirteen years. The chart shows 154 deaths in 80060 child-years, a death rate of 192 per 100 thousand child years, 6.9 times deadlier than in parental care.

the shocking death of 90 children and teenagers in 2007, all involved with Ontario's child protection system, cries out for an accounting. Irwin Elman, the province's child advocate, rightly labels this loss "too high by any standard." His office is the ideal agency to address these deaths, given its mission to identify threats to vulnerable children and to advocate on their behalf.

But that accounting is being blocked by government officials. Citing privacy concerns, they are refusing to share detailed information with Elman's office.
