Advocates take complaints about aboriginal children to the United Nations

OTTAWA — Child rights advocates say they believe shaming Ottawa before the world will lead to concrete improvements for aboriginal children on reserves.

The First Nations Child and Family Caring Society of Canada and the ecumenical group KAIROS have submitted a report to the United Nations committee on the rights of the child, just as Canada's performance comes up for review.

The report argues that government funding for aboriginal health, education, housing and child welfare is not only inadequate, but is also lower than for non-aboriginal children.

Aboriginal people who live a traditional lifestyle are being punished with the removal of their children by child protective services in what's being called a new stolen generation, a researcher says.

Can't Barnardos and Life Without Barriers make as much money from adoptiong out aboriginal children as white children? They have raked in the cash from foster care but that is chicken feed compared to the money on offer from adoption.

Millions of dollars have gone into bureaucracies to control Aboriginal life, but this has not made children any safer. An alternative is needed

Last month, friends from a remote community in the Northern Territory (NT) called me in shock. Police had turned up unannounced with child protection workers to take a young child from a local family. The child was driven many hundreds of kilometres away and placed in a non-Indigenous foster home. The grounds for removal were a “mandatory report” from the local clinic that the child was losing weight.

Northern Territory Child protection fears in 'broken' system

The Northern Territory's peak child welfare body says the child protection system is broken.

Lesley Taylor, the founder and Territory manager of the National Association for the Prevention of Child Abuse and Neglect (NAPCAN), says the system was not designed to manage the sheer number of people who need help in the Territory.

She says there must be a wider focus on early intervention and support for families.

"What we find is there is endless tinkering to try and make this system [work] that was never designed to work in this way," she said.

In 1907, Canada's Department of Indian Affairs sent Dr. Peter Henderson Bryce to investigate residential schools in Manitoba and the Northwest Territories.

Bryce found dilapidated buildings, rampant tuberculosis, and shocking death rates. In some schools, only 31 per cent of children survived to graduation. Bryce submitted a lengthy report detailing the appalling conditions.

The federal government buried his report for 15 years until Bryce became so frustrated that he published his findings in a book.
